Minutes of meetings December 2024

GRINDLEFORD PARISH COUNCIL – MINUTES OF MEETING HELD ON 12 DECEMBER 2024 AT 7 PM IN THE PAVILION

Present:  Elizabth Coe (chair), Simon Hutchinson, Esther Stewart, Dave Kirkup, Ray Whiteley, Peter O’Brien, Alex Erskine, Hilary Hart

An open session was held to discuss the Peak Park Local Plan Review.  A note of the meeting is on the website. 

Apologies:  Andrew Battarbee.  In his absence Elizabeth Coe took the chair.      

  1. COUNTY COUNCILLOR’S REPORT – Cllr Sutton had sent apologies. Clerk has written enquiring about funding for the school. 
  • DISTRICT COUNCILLOR’S REPORT – nothing to report this time.
  • POLICE REPORT – there was none.  Clerk was asked to write asking for a report for January. 
  • MINUTES OF THE LAST MEETING

These were agreed as a true record pro ES sec DK.

  • UPDATE ON MATTERS ARISING

Benches – it was agreed to commission Macsim Titovets to restore the benches by the war memorial for a sum of £200.  He will start work in the spring.  Clerk is getting a quote from him to do the Jubilee Gardens benches which will involve replacing timbers.  There is £800 in total in the budget to cover this work.

Flooding.  Work is ongoing.  Clerk to speak to Gareth Trewick of ELMS as DK is away and report to January meeting.

Website.  Clerk to contact PPPF to see if any other councils have experience of the       website providers. 

Grindleford school – clerk to arrange a meeting with Neil Roden Chair of School Governors in the new year. 

Christmas climate event – carols round the tree to go ahead with a review at the January meeting. 

 
  • OTHER MATTERS

Dates of meetings 2025 – agreed, with no meeting in April.

Budget – the half year budget which specifically informed the precept was accepted all in favour, pro HH sec ES.

Precept – this must be decided at the January meeting so there was a pre-discussion.  An informal vote was taken on whether to raise the precept by 5% (an additional £450) or 10% (£900).  Arguments in play were the rise in clerk’s wages and other costs such as insurance, the need not to raise funds in advance of need and the consideration around keeping the percentage rise to an acceptable minimum for residents.  Voting results were 4 votes for 5% RW ES DK AE and 3 votes for 10%.  A formal vote would be taken at the next meeting.    

Bus franchising – there were no comments. 

Grindleford News – published and largely circulated and was also on the village website. 

Defibrillator maintenance contribution – it was agreed to pay this, £99.30.  Cheque to be signed at the next meeting.  This will be an annual cost.

Website – agreed to seek feedback from PPPF on the proposed website provider.

NP/DDD/1024/1066 Padley Mill Cottage, Upper Padley, Grindleford.  Installation of a small packaged sewage treatment plant (Marsh Ensign 4) to process waste from a registered smallholding (CPH Number 09/578/022).  In support.

NP/DDD/1124/1247 Grindleford Youth Club, Sir William Hill, Grindleford, S.73 application for the removal or variation of condition 2 and 3 NP/DDD/0314/0251,  In support.

NP/DDD/1124/1179  Alterations and change of use to store building to book shop and external landscaping Longshaw Estate, Estate Office, Unnamed Track From Froggatt Edge To District Boundary, Longshaw,  In support. 

NP/DDD/1224/1296 Loft Conversion of existing loft space to be used as a bedroom with 2 skylights at the front and 2 on the rear elevation. 2 Derwent Close, Grindleford, S32 2HD.  Permitted development certificate. 

NP/DDD/1024/1040  Replacement dwelling River View, Tedgness Road, Nether Padley, Grindleford.  The above planning application is now considered to have been withdrawn.  Noted. 

Cllr Stewart asked about the flow of water across the road from the new garage on the main road.  Cllr Erskine offered to take a look at building control regulations.
