GRINDLEFORD PARISH COUNCIL \u2013 MINUTES OF MEETING HELD ON 13 APRIL<\/span><\/p>

2023 AT 7 PM IN THE PAVILION<\/span><\/p>

Present:\u00a0 Robert Wilson, Chair; John Morton, Elizabeth Coe, Hilary Hart, Andrew Battarbee, Ray<\/span><\/p>

Whiteley, Rob Tamlyn, Peter O\u2019Brien. Sarah Battarbee Clerk \u00a0<\/span><\/p>

APOLOGIES None<\/span><\/p>

1. COUNTY COUNCILLOR\u2019S REPORT \u2013 Cllr Sutton offered to send the parish council the<\/span><\/p>

DCC pothole update, and to come out for a site visit to look at potholes in daylight. It was<\/span><\/p>

agreed the current method of filling potholes did not provide a permanent fix. HH reported<\/span><\/p>

she has been speaking to Open Reach about the holes in New Road, and Cllr Sutton agreed<\/span><\/p>

to see if he could help. Cllr O\u2019Brien reported a broken manhole cover outside Andrew<\/span><\/p>

Lawton\u2019s house. Cllr Sutton agreed to take the flooding at Quarry Corner up with DCC.<\/span><\/p>

The tree stump which is dangerously close to the road edge after the winter storms has been<\/span><\/p>

reported by Cllr O\u2019Brien.<\/span><\/p>

2. DISTRICT COUNCILLOR\u2019S REPORT \u2013 PO\u2019B reported that the leader of DDDC has<\/span><\/p>

resigned. Discussions on glyphosate were deferred until July but will be brought back to a<\/span><\/p>

future meeting with the same proposal. Objections will need to be sent again.<\/span><\/p>

3. POLICE REPORT \u2013 PC Boswell brought along his colleague PC Jenkins. He reported there<\/span><\/p>

has been no crime in Grindleford but bikes and especially ebikes have been targeted<\/span><\/p>

elsewhere.<\/span><\/p>

4. MINUTES OF LAST MEETING.\u00a0 These were agreed as a true record, Pro RT sec JM.<\/span><\/p>

5. MATTERS ARISING:\u00a0<\/span><\/p>

New Editors for the Grindleford News \u2013 there was discussion about an on-line editorship<\/span><\/p>

might work, now superseded as a new volunteer editor has stepped up.<\/span><\/p>

Coronation. It was suggested that the \u00a3100 funding should be used to buy a photograph of<\/span><\/p>

the King.<\/span><\/p>

Emergency bleed kits. These cost \u00a3105. RW to ask GPFA, if the Council buys it would<\/span><\/p>

they keep it next to the defibrillator.<\/span><\/p>

Defibrillator. This is now bought, awaiting notification of our share so that we can pay it.<\/span><\/p>

Padley Hill turning \u2013 Clerk has written and received a disappointing reply from Place at<\/span><\/p>

DCC.<\/span><\/p>

FLOODING \u2013 STANDING ITEM\u00a0<\/span><\/p>

Awaiting a presentation at the May meeting on a proposed way forward<\/span><\/p>

6. CLIMATE CHANGE EMERGENCY DECLARATION \u2013 STANDING ITEM<\/span><\/p>

Clerk attended an informal group of DALC chief officer, DDDC climate officer, HVCA<\/span><\/p>

trustee, and a rep from Derbyshire Wildlife Trust. Clerk requested funding to attend the<\/span><\/p>

Carbon Literacy Trust course for parish councils. Abney village are considering generating<\/span><\/p>

all their own power although their circumstances are different to Grindleford\u2019s.<\/span><\/p>

7. HIGHWAY MATTERS<\/span><\/p>

Puddle outside Old Post Office. The channel dug by residents is working for now but will<\/span><\/p>

need a bigger pipe idc. DCC cleaned the drains but it is not clear whether they have any<\/span><\/p>

intention of putting the promised pipe in.<\/span><\/p>

Severn Trent meeting. All in favour of asking Severn Trent for \u00a320K compensation for the<\/span><\/p>

\u00a0<\/span><\/p>

Grindleford Parish Council minutes April 23<\/span><\/p>

extended road closure and inadequate mitigations.<\/span><\/p>

Community Speedwatch. RWh reported that this will start again now the better weather is<\/span><\/p>

here.<\/span><\/p>

Community Gates. PO\u2019B asked whether the Council had registered for UKSPF funding,<\/span><\/p>

which could be relevant for flood work and village gates inter alia. Clerk volunteered to do<\/span><\/p>

so but working groups of Cllrs would be needed to liaise directly about specific projects.<\/span><\/p>

8. PLANNING MATTERS<\/span><\/p>

Nether Padley. Proposed works of a single storey rear utility extension and 2 storey<\/span><\/p>

side extension. In support.<\/span><\/p>

NP\/DDD\/0423\/0371 https:\/\/portal.peakdistrict.gov.uk\/ Stoke Cottage, Main Road,<\/span><\/p>

Grindleford, Installation of 24 Solar Panels. In support. HH did not vote.<\/span><\/p>

Councillors recorded that they were pleased to see this application supporting the<\/span><\/p>

village climate action plan.<\/span><\/p>

12. CORRESPONDENCE:<\/span><\/p>

Budget. The draft end of year budget was accepted, pro EC sec HH. Clerk to contact David<\/span><\/p>

Turner our auditor for end of year accounts.<\/span><\/p>

John Morton \u2013 vote of thanks. PO\u2019B proposed an official vote of thanks to John Morton,<\/span><\/p>

who has retired from the Parish Council after many decades of service as a Councillor and<\/span><\/p>

as Chair to the Council. Councillors were unanimous in their profound thanks, personally<\/span><\/p>

and on behalf of the village, for the huge amount he has contributed to Grindleford.<\/span><\/p>

The Council also said goodbye to its current Chair, Bob Wilson, and to Rob Tamlyn. Bob<\/span><\/p>

has been on the parish council for 25 years and Chair for the last five. His contribution has<\/span><\/p>

also been outstanding. Rob Tamlyn has moved from the village and was thanked for four<\/span><\/p>

years are sterling service, and the Council also remembered John Mottershaw who retired<\/span><\/p>

from the Council last autumn.<\/span><\/p>
