Present:<\/span><\/b>\u00a0 Robert Wilson, Chair; Elizabeth Coe, Peter O\u2019Brien, John Morton, Hilary Hart, Andrew Battarbee, Ray Whiteley, Rob Tamlyn.\u00a0 Cllr Sutton, PC Boswell.\u00a0 Sarah Battarbee Clerk was unable to attend:\u00a0 Cllr Battarbee took the note.\u00a0\u00a0\u00a0<\/span><\/p>

1.\u00a0\u00a0 <\/span><\/span>COUNTY COUNCILLOR\u2019S REPORT \u2013 \u00a0Cllr Sutton reported that there was a \u00a3500 fund for councils wishing to run a coronation event.\u00a0 <\/span><\/p>

\u00a0<\/span><\/p>

2.\u00a0\u00a0 <\/span><\/span>DISTRICT COUNCILLOR\u2019S REPORT \u2013 District Cllr O\u2019Brien is meeting Network Rail on 6 March.\u00a0 <\/span><\/p>

\u00a0<\/span><\/p>

3.\u00a0\u00a0 <\/span><\/span>\u00a0POLICE REPORT \u2013 a theft from a motor vehicle with respect to a catalytic converter, 10 January.\u00a0 There had been a dog attack where another dog had needed stitches.\u00a0 PC Boswell said that crime prevention notices would be put up when there was a reason to do so.\u00a0 \u00a0Dog control orders might be possible, eg muzzle training, only adults can walk dogs.\u00a0 Parking; PC Boswell suggested photographing examples of bad or inconsiderate parking and sending them to the civil parking department.\u00a0 Parking where there are solid white lines in the middle of the road is a bookable offence and there are signs.\u00a0 The Council needs to complain formally, rather than leaving it to the police.\u00a0 PC Boswell would send links.\u00a0 <\/span><\/p>

4.\u00a0\u00a0 <\/span><\/span>MINUTES OF LAST MEETING.\u00a0 These were agreed as a true record, with the amendment that Cllr Tamlyn was present at the January meeting. Pro APB sec HH. \u00a0\u00a0\u00a0<\/span><\/p>

5.\u00a0\u00a0 <\/span><\/span>MATTERS ARISING:\u00a0<\/span><\/p>

Puddle outside the Old Post Office <\/span><\/b>\u2013 Dave Kirkup and JW have dug a drainage channel to the river as a temporary measure.\u00a0 Clerk to send a letter from the Chair to DCC Highways. <\/b><\/span><\/p>

New Editors for the Grindleford News<\/span><\/b> \u2013 it was agreed that the post should be advertised as a paid post.\u00a0 RW has spoken to one of the current editors who estimates about 15 \u2013 20 hours a quarter to compile the News.\u00a0 An hourly rate was not agreed.\u00a0 For further discussion at the next meeting. <\/span><\/p>

\u00a0<\/span><\/p>

FLOODING \u2013 STANDING ITEM\u00a0<\/span><\/p>

The flood group hosted a meeting of residents affected by flooding over the riverbank after the bridge.\u00a0 (Residents upstream who are flooded in different ways were contacted and told about the work which is going on in parallel to try to mitigate flooding issues relating the them.)\u00a0 Cllr Battarbee was in attendance, RW was unable to attend as he had a prior engagement.\u00a0 \u00a0\u00a0An elevation-to-distance chart has been created from the Lidar measurements by Anton Cannel, who was thanked; it allows the low points in the riverbank to be accurately identified with a view to filling them.\u00a0 A number of solutions to flooding along the bank have been investigated.\u00a0 Flood group members are working on a costed proposal to bring to Council at the March meeting, this proposal may be in two stages.\u00a0 \u00a0Fortunately the La Nina weather event has started to break down so Met Office warnings of severe floods in February across the country have abated.\u00a0 <\/span><\/p>

6.\u00a0\u00a0 <\/span><\/span>CLIMATE CHANGE EMERGENCY DECLARATION \u2013 STANDING ITEM<\/span><\/p>

20\u2019s Plenty:\u00a0 HH had attended a meeting where all Hope Valley villages committed to 20s Plenty.\u00a0 Grindleford Parish Council agreed to remain in full support and to play our part in lobbying.\u00a0 In the absence of the clerk any further discussion on climate action was deferred to next month.\u00a0 <\/span><\/p>

8.\u00a0\u00a0 <\/span><\/span>HIGHWAY MATTERS<\/span><\/p>

The 30 mph sign coming into the village from Calver seems to be working sporadically.\u00a0 Clerk has reported it to DCC.\u00a0 \u00a0<\/span><\/p>

Holes in New Road \u2013 HH has contacted Openreach who have been to make them safe.\u00a0 There is still a cable to be buried.\u00a0 \u00a0<\/span><\/p>
