GRINDLEFORD PARISH COUNCIL \u2013 MINUTES OF MEETING HELD ON 10 NOVEMBER 2022 at 7 pm at the Pavilion.<\/b><\/p>

Present:<\/b>\u00a0 Robert Wilson, Chair; Elizabeth Coe, Peter O\u2019Brien, John Morton, Rob Tamlyn, Hilary Hart, Andrew Battarbee. \u00a0 Sarah Battarbee, Clerk.\u00a0\u00a0\u00a0<\/p>

APOLOGIES\u00a0 Cllr Sutton, Ray Whiteley, John Mottershaw, PC Boswell .<\/p>

  1. COUNTY COUNCILLOR\u2019S REPORT \u2013 Cllr Sutton was unwell but emailed to report that he had funding for warm rooms. \u00a0<\/span><\/li><\/ol>
    1. DISTRICT COUNCILLOR\u2019S REPORT \u2013 Cllr O\u2019Brien also reported funding for projects, up to \u00a310,000.\u00a0 <\/span>There was to be an open meeting of the District Council on 16 November.\u00a0 <\/span>Cllr O\u2019Brien was thanked for providing empty sandbags as requested. \u00a0<\/span><\/li><\/ol>
      1. POLICE REPORT \u2013 PC Bowell could not attend, there had been no crimes reported in our area. \u00a0<\/span><\/li><\/ol>
        1. MINUTES OF LAST MEETING.\u00a0 These were agreed as a true record pro RT sec EC.\u00a0 \u00a0 \u00a0<\/span><\/li><\/ol>
          1. MATTERS ARISING:\u00a0<\/li><\/ol>
            1. Tree funding<\/b>.\u00a0 <\/span>It was agreed to discuss this again at the next meeting as the Derbyshire Wildlife Trust may be able to provide some equipment and training.\u00a0 <\/span>RW expressed a strong view that there should be no funding for the wetland area at the bottom of the playing fields.\u00a0 <\/span>In the event this had been self-funding.\u00a0 <\/span>It was agreed not to take Frank Galbraith\u2019s small Christmas trees for Jubilee Gardens because of all the issues, (they have now found a home at the shop).\u00a0<\/span><\/li><\/ol>

              Jubilee Gardens.<\/b> There had been a misunderstanding about extra cuts in the autumn, Clerk had put together a schedule for next year to formalise the timetable which was agreed.\u00a0 <\/span>Mark Bristow continued to be extremely good value for money. \u00a0<\/span><\/p>

              Noise reduction camera.<\/b>\u00a0 <\/span>EC had sent round the information.\u00a0 <\/span>There was acceptance that it was now too late to get on the pilot and in any event Grindleford is too small. \u00a0<\/span><\/p>

              Remembrance Sunday.<\/b> Ray had got this in hand.\u00a0 <\/span>Clerk had ordered the wreaths.\u00a0 <\/span>PO\u2019B to lay the Parish Council wreath. \u00a0<\/span><\/p>

              1. FLOODING \u2013 STANDING ITEM\u00a0<\/li><\/ol>

                The project was in limbo as it had not been possible to conduct the Lidar survey.\u00a0 <\/span>Clerk had spoken to group members about next steps.\u00a0 <\/span>Some funding had been set aside in the half year budget for any works.\u00a0 <\/span>RT pointed out that when the survey was done, EA consulted re certification and a plan agreed, any work done by volunteers could be the responsibility of the parish council, especially in such dangerous conditions as the riverbank, so caution should be exercised. \u00a0<\/span><\/p>

                1. CLIMATE CHANGE EMERGENCY DECLARATION \u2013 STANDING ITEM\u00a0<\/li><\/ol>

                  Climate Emergency Action Plan event.\u00a0 <\/span>Clerk was given a free rein to organise this within funding limits of \u00a3100 plus equivalent Pavilion room hire.\u00a0 <\/span>The date was agreed for 8 December with the December parish council meeting moving to 15th<\/sup>.\u00a0 <\/span>PO\u2019B suggested inviting Joanna Hill, the Climate Officer at DDDC. \u00a0<\/span><\/p>

                  EV charging points \u2013 there was further discussion about the philosophy, practicality and funding of EVCPs in Grindleford.\u00a0 <\/span>Future national funding would not be at parish council level although ORCs on-road parking funding was available.\u00a0<\/span><\/p>

                  1. HIGHWAY MATTERS<\/li><\/ol>

                    Severn Trent\u2019s efforts to signpost the Froggatt Road A625 closure had been less than successful.\u00a0 <\/span>Several emails had been exchanged and at least we now have a contact Timothy.Ip@severntrent.co.uk<\/a>.\u00a0 <\/span>Officers at DCC had been very helpful and done their utmost to liaise with Severn Trent and to redirect especially heavy traffic away from Grindleford.\u00a0 <\/span>The clerk had asked residents to report lorries going through, with an email address, so that she could contact them and ask them to take the formal diversion. \u00a0<\/span><\/p>

                    HH spoke about the option to have speed control gates at Stoke.\u00a0 <\/span>PO\u2019B suggested making a substantial bid to the community initiative for say \u00a310k.\u00a0 <\/span>The community funding initiative had also been mentioned with regard to flood defence works.\u00a0 <\/span>PO\u2019B to ask Cllr Sutton for advice about multiple bids. \u00a0<\/span><\/p>

                          Half year budget.<\/b>\u00a0 <\/span>The half year budget proposed by clerk was agreed all in favour. \u00a0<\/span><\/p>

                          Proposals to fund a sack barrow for the foodbank was agreed.\u00a0 <\/span>The purchase of a heat leak detector, property of the parish council but for village use were agreed; Sarah Cook has volunteered to run a loan system through the shop.\u00a0 <\/span>It was agreed to fund flood training for John Baily, flood warden, and waders for both flood wardens, clerk to action.\u00a0 <\/span>Funding for pavilion hire to keep the Ukraine English group going was agreed until the end of the FY when it would be reconsidered. \u00a0<\/span><\/p>

                          Precept<\/b>.\u00a0 <\/span>There was discussion about how much this should be raised for the next FY, bearing in mind the economic situation but also the need to fund initiatives in the village.\u00a0 <\/span>Clerk to draw up a table of priorities for funding next year, against the amount of precept to demonstrate what the different levels of increase would mean to the council\u2019s capacity to provide funding. \u00a0<\/span><\/p>

                          John Mottershaw <\/b>Cllr Mottershaw has tendered his resignation from the Council after many years of service.\u00a0 <\/span>Cllrs wished it to be minuted that his efforts had been hugely appreciated over the years and that he would be greatly missed. \u00a0<\/span><\/p>
