GRINDLEFORD PARISH COUNCIL \u2013 MINUTES OF MEETING HELD ON 11 August at 7 pm at the Pavilion.<\/b><\/p>

Present:<\/b>\u00a0 Robert Wilson, Chair; Elizabeth Coe, Hilary Hart, Peter O\u2019Brien, John Morton, Ray Whiteley, Rob Tamlyn, AP Battarbee. \u00a0 Sarah Battarbee, Clerk.\u00a0\u00a0\u00a0<\/p>

  1. COUNTY COUNCILLOR\u2019S REPORT \u2013 there was none.\u00a0\u00a0<\/li><\/ol>
    1. DISTRICT COUNCILLOR\u2019S REPORT \u2013 there had been discussion about prosperity funding allocated to DDDC to replace European money.\u00a0 <\/span>Funding for between \u00a34K and \u00a312K can be accessed through District Cllrs.\u00a0 <\/span>After a presentation by local residents and Cllrs O\u2019Brien and Tamlyn, objecting to disturbance by Network Rail, there is to be a meeting to discuss what steps can be taken.\u00a0 <\/span>Cllrs thanked Cllr O\u2019Brien. Cllr Tamlyn and residents. \u00a0<\/span><\/li><\/ol>
      1. POLICE REPORT \u2013 there was none.<\/li><\/ol>
        1. MINUTES OF LAST MEETING\u00a0 These were agreed as a true record pro PO\u2019B and RT.\u00a0\u00a0<\/li><\/ol>
          1. MATTERS ARISING:\u00a0<\/li><\/ol>

            EC said she would distribute 20\u2019s Plenty signs at the Horticultural Show via the raffle stand. \u00a0<\/span><\/p>

            Local Plan.\u00a0 <\/span>Circulated to Cllrs on 3 June, PO\u2019B will collate comments. \u00a0<\/span><\/p>

            Fire on Whin Hill.\u00a0 <\/span>RW will write to Andrew McCloy at PDNPA in reply to AM\u2019s reply. \u00a0<\/span><\/p>

            Defibrillator.\u00a0 <\/span>There is no further news about its whereabouts.\u00a0 <\/span>Agreed that P\u2019OB would kindly contribute \u00a3100 and PC and the GPFA would split the rest.\u00a0 \u00a0 <\/span>All in favour.<\/p>

            1. FLOODING \u2013 STANDING ITEM\u00a0<\/li><\/ol>

              The flood action plan was reviewed.\u00a0 <\/span>Cllrs were allocated to each thread of the plan as follows, as primary liaison points on the Council.\u00a0 <\/span>The action plan has been circulated to the new flood group who are setting up their first meeting. \u00a0<\/span><\/p>

              Clerk to send a photo of the debris under the pipe to our contact at EA. \u00a0<\/span><\/p>

              1. CLIMATE CHANGE AND BIODIVERSITY EMERGENCY DECLARATION \u2013 STANDING ITEM\u00a0<\/li><\/ol>

                Review of Action Plan \u2013 the action plan was reviewed.\u00a0 <\/span>Actions are in the main being pursued by local groups.\u00a0 <\/span>As with flooding, Cllrs were allocated to each thread of the plan as follows, as primary liaison points on the Council.\u00a0<\/span><\/p>

                1. HIGHWAY MATTERS<\/li><\/ol>

                  Speed signs and cones.\u00a0 <\/span>Clerk submitted a summary paper of possibilities and previous\u00a0 <\/span>discussions.\u00a0 <\/span>PO\u2019B said he would pursue getting some cones for the junction with Cllr Sutton.\u00a0 <\/span>It was agreed to ask James Adams, our contact at DCC on traffic issues, to meet separately with Cllrs to talk about what might be possible in terms of speeding signage.\u00a0 <\/span>This would include village \u2018gates\u2019 like the ones at Hope, coming in from Calver.\u00a0 <\/span>Clerk to contact. \u00a0<\/span><\/p>

                  The closure of the bridge at Froggatt for repairs was noted.\u00a0 <\/span>Clerk to chase DCC about repairs to Grindleford Bridge. \u00a0<\/span><\/p>

                  Parking at Longshaw has again started to be a problem.\u00a0 <\/span>Clerk to email PC Boswell about renewing police checks.\u00a0 <\/span>52 cars were counted recently. \u00a0<\/span><\/p>

                        12.\u00a0 <\/span>CORRESPONDENCE:<\/p>

                        Jubilee Gardens \u2013 there is funding for one more mow this year.\u00a0 <\/span>Mark Bristow had done some \u00a0 \u00a0 \u00a0 <\/span>planting and repaired the flags.\u00a0<\/span><\/p>

                        HH\u2019s excellent article on recycling was approved for inclusions on the website.\u00a0 <\/span>Injurious weeds \u2013 there has been some contact between Natural England and the farmer, with some limited action, although the problem is far from solved.\u00a0 <\/span>A further update to follow as the year progresses.\u00a0 \u00a0 <\/span>EV charging points – Council agreed that if a workable case can be made which meets its approval, it would be prepared to consider giving Clerk permission to apply for the 60% grant available to Parish Councils to cover installation costs.\u00a0 <\/span>It was noted that the EV charging points would not be Council property or responsibility and no Council funding would be involved.\u00a0 <\/span>The decision went to vote and was carried 6 \u2013 2 with JSM and RWh voting against. \u00a0<\/span><\/p>

                        Litterpick.\u00a0 <\/span>There were only half a dozen or so replies to the call to join a WhatsApp group to replace the current group, the organiser of which is stepping back. \u00a0<\/span><\/p>

                        Parking by the church. \u00a0 <\/span>EC provided a photograph of parking on the pavement which would prevent wheelchairs and prams from getting through.\u00a0 <\/span>Clerk has written to the shop manager asking him to raise it with the shop and church.\u00a0 <\/span>\u00a0<\/p>

                        New playground.\u00a0 <\/span>Clerk reported that there had been interest from other Councils. \u00a0<\/span><\/p>

                        Parishes Day 1 October.\u00a0 <\/span>Cllr Battarbee may be able to attend.\u00a0 <\/span>Clerk will attend. \u00a0<\/span><\/p>

                        Clerk vacancies in Derbyshire.\u00a0 <\/span>For future reference Clerk pointed out to Council that there are currently a large number of vacancies being advertised, and broadly speaking Grindleford is paying about half what other similar Councils are offering.\u00a0 <\/span>This is not a current issue but will need considering when the incumbent moves on.\u00a0 <\/span>One point to note is that Grindleford Council does not have responsibility for either the burial ground or the playground which most other Councils do.\u00a0<\/span><\/p>

                        Grindleford News editors.\u00a0 <\/span>The current editors are retiring after the January 2023 edition so new editors need to be found.\u00a0 <\/span>\u00a0<\/p>

                        September meeting.\u00a0 <\/span>Clerk asked all Councillors to note that the next meeting is on 1 September not 8 September, as advertised in the list of meeting dates at the start of the year. \u00a0<\/span><\/p>
