Andrew Battarbee, John Mottershaw, Peter O\u2019Brien, John Morton, Ray Whiteley, Rob Tamlyn, Hilary Hart.\u00a0\u00a0 Sarah Battarbee, Clerk. \u00a0\u00a0<\/p><p>Apologies:\u00a0 Peter O\u2019Brien, Elizabeth Coe.<\/p><ul><li><strong>County Councillor\u2019s report<\/strong><\/li><\/ul><p>County Councillor Alasdair Sutton explained about the Office of the Police Commissioners initiative to provide funding and support for speed indicator devices in villages, and encouraged the Council to make a bid for funding sooner rather than later.\u00a0 \u00a0HH enquired about 40 mph zones, which are not automatically eligible.\u00a0 AS to report back.\u00a0 Council mandated RW to make decisions on SIDS on their behalf, if necessary.\u00a0 Council welcomed AS\u2019s further support of \u00a3200 for the phone box\/Jubilee celebrations and Clerk will write to explain what we are doing with the money.\u00a0<\/p><p>\u00a0<\/p><ol start=\"3\"><li><strong> District Councillor\u2019s report<\/strong><\/li><\/ol><p>PO\u2019B had Covid and was unable to attend.\u00a0 Cllrs wished him a speedy recovery.<\/p><p>\u00a0<\/p><ol start=\"4\"><li><strong>Police Report<\/strong><\/li><\/ol><p>There was none.<\/p><p>\u00a0<\/p><ol start=\"5\"><li><strong>Minutes of the last meeting<\/strong><\/li><\/ol><p>The minutes of the last meeting had been circulated to all members before the meeting.\u00a0 They were pro HH sec RT as being a true record and were approved and subsequently signed.<\/p><p>\u00a0<\/p><ol start=\"6\"><li><strong>Matters arising<\/strong>:<\/li><\/ol><p><strong>20s Plenty.<\/strong>\u00a0 Clerk had contacted DCC about stickers and was awaiting an answer.<\/p><p><strong>Noticeboard.<\/strong>\u00a0 JSM had very kindly affixed the Grindleford Parish Council lettering to the top of the new noticeboard, to very good effect.\u00a0<\/p><p><strong>Newfoundland Nurseries<\/strong> on Sir William Hill planning permission has been passed by Eyam Council.<\/p><p><strong>Jubilee.\u00a0 <\/strong>It is no longer possible to have a lit beacon for the Jubilee so there was discussion about an LED light beam.\u00a0 Clerk to pursue.\u00a0 It was agreed that photoboards of old photos should go on the website rather than at the points of interest themselves.\u00a0 Clerk to meet with JSM and AJ to get information about village history.<\/p><p><strong>Phonebox.<\/strong>\u00a0 The Council decided that the light panels around the top of the phonebox should read \u201970 Jubilee\u2019 \u2018Books and information\u2019 and the Einstein quote \u2018learn from yesterday, live for today, hope for tomorrow\u2019.\u00a0 Cllrs agreed with proposals for the map.\u00a0<\/p><p><strong>Sandbags.<\/strong>\u00a0 DDDC to collect old sandbags.\u00a0 More sand is required in preparation for the next flood.\u00a0<\/p><p><strong>Website.<\/strong>\u00a0 Clerk had circulated a timetable for Cllrs to write an article for the website each month.\u00a0 Chair to remind the appropriate Cllr at the end of the previous meeting.\u00a0 All Cllrs were in agreement with this arrangement.\u00a0<\/p><p><strong>Puddle by Old Post Office.<\/strong>\u00a0 JSM to speak to Dave Kirkup.\u00a0 Clerk standing ready to contact DCC if required to progress the repair.\u00a0<\/p><p>\u00a0<\/p><ol start=\"7\"><li><strong>NEW STANDING ITEM: Declaration of a Climate Emergency<\/strong><\/li><\/ol><p>Clerk in progress of rewriting Action Plan.\u00a0 It was agreed that a village meeting in the late summer would be a good idea to report progress and create interest.\u00a0 An article of EV charging points had been researched with the aid of Western Power and published in the Grindleford News.\u00a0 HH kindly agreed to write an article on \u2018How to Recycle\u2019 as the\u00a0 next Parish Council article on actions people can take to mitigate against climate change. Cllrs agreed to respond to a request by Steve Platts by writing to our MP about the British Energy Security Strategy.\u00a0 Clerk to action.\u00a0<\/p><p>\u00a0<\/p><ol start=\"8\"><li><strong>NEW STANDING ITEM: Flooding <\/strong><\/li><\/ol><p>It was agreed that Clerk should write to Alex Back at DCC about drains clearance.\u00a0 Clerk to warn residents in advance through village comms channels to move their cars.\u00a0 There is a tree upstream of the bridge which is looking insecure and needs to be removed.\u00a0 Clerk to action.\u00a0 Clerk had spoken to EA about taking levels to establish the topography of the landscape.\u00a0<\/p><p>\u00a0<\/p><ol start=\"9\"><li><strong>Highway Matters.<\/strong><\/li><li><strong>Planning Matters: teaching.\u00a0 A further \u00a3250 may be forthcoming once the budget had been agreed.\u00a0<\/p><p><strong>Jubilee Gardens.\u00a0 <\/strong>Quotes had been obtained as follows:<\/p><ul><li>The
