With that amendment they were pro RT sec PO\u2019B as being a true record and were approved and signed.<\/p><p>\u00a0<\/p><ol start=\"6\"><li><strong>Matters arising<\/strong>:<\/li><\/ol><p><strong>Telephone box:\u00a0 <\/strong>John Morton kindly gave permission to deliver the new door surround to his house as it is not very portable.\u00a0<\/p><p><strong>Brunts Barn.<\/strong>\u00a0 APB was to be asked to draft a reply to the response from the Peak Park.\u00a0 Council registered that it had still not addressed key points and a meeting with the Peak Park was indicated.<\/p><p><strong>Flooding action:<\/strong>\u00a0 there was some discussion about the removal of the wall by Jubilee Gardens, which had been recommended by the EA.\u00a0 JSM thought its removal would not help the flooding situation and a trench dug across the grass downstream of it would serve better.\u00a0 EC commented that as it was an EA\u00a0 recommendation they might take a dim view if we ignored it.\u00a0 It was decided to leave the wall up for now.\u00a0Clerk to stand the working party which had been organised down.\u00a0<\/p><p>\u00a0<\/p><ol start=\"7\"><li><strong>Highway Matters. <\/strong>Flooding by Old Post Office, JSM to get photos of the puddle.\u00a0<\/li><\/ol><p>A further email has been received about the installation of a field gate along \u00a0Leam Lane.\u00a0 \u00a0\u00a0\u00a0<\/p><p>\u00a0<\/p><ol start=\"8\"><li><strong>Planning Matters: <\/strong>There were none.<\/li><\/ol><p>\u00a0<\/p><ol start=\"9\"><li><strong>Planning Decisions:\u00a0 NP\/DDD\/1220\/1199<\/strong> Brunts Barn.\u00a0 A response, not entirely satisfactory, had been received from the Peak Park, see Matters Arising above.<\/li><\/ol><p>\u00a0<\/p><p>\u00a0<\/p><ol start=\"10\"><li><strong>Accounts\u00a0<\/strong><\/li><\/ol><table><tbody><tr><td width=\"52\"><p><strong>Chq <\/strong><\/p><\/td><\/tr><\/tbody><\/table><p>\u00a0<\/p><p>It was pro JRM sec EC that these accounts be paid.\u00a0<\/p><ol start=\"11\"><li>\u00a0<\/li><\/ol><p><strong>Budget.\u00a0 <\/strong>A draft in-year budget was submitted by the clerk,\u00a0 Clerk asked all Cllrs to go through it carefully to check for errors and omissions, before approving it at the December meeting.\u00a0<\/p><p><strong>COP26 and Dcclaration of Climate and Biodiversity Emergency<\/strong>.\u00a0 Clerk had previously circulated a report by NALC on how small councils can work towards action on climate change.\u00a0 The report included the statistic that 37% of local councils have already declared a Climate Emergency.\u00a0 With COP26 ongoing at the time of the meeting, the Chair asked if this was an appropriate time for Grindleford to join them.\u00a0 HH mooted a biodiversity emergency declaration in parallel.\u00a0 All were in favour of both.\u00a0 JRM pointed out that a declaration would need an action plan behind it.\u00a0 Clerk volunteered to set up a village meeting to bring together all the groups who are currently working towards climate change mitigation and biodiversity support, inviting all residents to come and find out what is happening and bring their own ideas.\u00a0 The Parish Council would pay for room hire and some refreshments..\u00a0 All in favour.\u00a0<\/p><p><strong>Raising the Precept.\u00a0 <\/strong>There was a majority agreement for pursuing this, PO\u2019B voicing his objections as these are difficult times and energy and other prices are rising.\u00a0 Overall it was felt that the sums involved were so small \u2013 not more than approximately 70p a month, with those really unable to find it probably not paying Council Tax anyway \u2013 that it was worth pursuing in principle, but only if projects of benefit to the village could be found to support.\u00a0 As the precept is raised year on year, then unless it is lowered again (which is easily done), this would mean scheduling funding for projects in future years as well as this one.\u00a0 Clerk to develop further.\u00a0 It was agreed that the action planning meeting arising out of the Climate Declaration would provide useful information for discussion at the December Council meeting.\u00a0<\/p><p><strong>Remembrance Day <\/strong>\u2013 Ray Whiteley reported that a representative of the Lord Lieutenant had attended the war Memorial on 11<sup>th<\/sup>, with some British Legion members, and laid a wreath.\u00a0 Arrangements for Sunday\u2019s ceremony were in place, Clerk to identify wreath layers for the shop and the people of Grindeford.\u00a0 <strong>Grindleford News hard copy opt out.\u00a0 <\/strong>The editors had written to say that a significant proportion of villagers were happy to read the News online only, which could be a costsaver.\u00a0 It was agreed that the next edition should have a prominent notice on the front page. asking people who wanted to opt out of the hard copy to notify either them or via the Clerk.\u00a0 JRM suggested that printing on lighter paper would also save cost.<\/p><p><strong>Police Panel<\/strong>.\u00a0\u00a0 There were no volunteers.<\/p><p><strong>Steps up to old dentist\u2019s.<\/strong>\u00a0 A request had been received for a railing to replace the rickety handrail up to the old dentists.\u00a0 All were in favour.\u00a0 Clerk had written to the DCC about a rail and some maintenance work on Scots Close.\u00a0<\/p><p>\u00a0<\/p><p>There being no further business the meeting was closed at 20.57pm.\u00a0<\/p><p>\u00a0<\/p><p>DATE OF NEXT MEETING \u2013 9 December 2021.\u00a0 The meeting will be held in the big room because of Omicron and the agenda will be kept to
