{"id":1959,"date":"2020-12-10T13:40:07","date_gmt":"2020-12-10T13:40:07","guid":{"rendered":"https:\/\/grindlefordparishcouncil.co.uk\/?page_id=1959"},"modified":"2020-12-10T13:44:18","modified_gmt":"2020-12-10T13:44:18","slug":"minutes-of-meeting-november-12th-2020","status":"publish","type":"page","link":"https:\/\/grindlefordparishcouncil.co.uk\/index.php\/minutes-of-meeting-november-12th-2020\/","title":{"rendered":"Minutes of Meeting, November 12th 2020"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-page\" data-elementor-id=\"1959\" class=\"elementor elementor-1959\">\n\t\t\t\t\t\t<div class=\"elementor-inner\">\n\t\t\t\t<div class=\"elementor-section-wrap\">\n\t\t\t\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b39776e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b39776e\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-860e5e1\" data-id=\"860e5e1\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-58a6280 elementor-widget elementor-widget-text-editor\" data-id=\"58a6280\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\">\n\t\t\t\t<p><strong><u>GRINDLEFORD PARISH COUNCIL \u2013 MINUTES OF MEETING HELD ON 12 November 2020 at 7.30pm.<\/u><\/strong><\/p><p><strong><u>\u00a0<\/u><\/strong><\/p><p><strong><em>This meeting was held remotely by Zoom.\u00a0 <\/em><\/strong><\/p><p>\u00a0<\/p><p><strong>Present:<\/strong>\u00a0 Robert Wilson, Chair; Elizabeth Coe, Andrew Battarbee, Hilary Hart, John Mottershaw, John Morton, Peter O\u2019Brien, Rob Tamlyn, Ray Whiteley.\u00a0\u00a0 Sarah Battarbee, Clerk.\u00a0 Cllr Judith Twigg.\u00a0<\/p><p><strong>Apologies:<\/strong>none.\u00a0<\/p><p>With regard to funding for tree planting in Grindleford, Jez Platts joined the meeting to talk about tree diseases in the Peak Park.\u00a0 Jez works for the County Council and is responsible for tree care.\u00a0 There was a lively discussion, in particular about ash dieback.\u00a0 Most of our local trees are ash, and dieback is likely to denude the greater part of our hillsides in the next ten years.\u00a0 Rhododendrons are also affected and are being cut back to try to halt the spread of the disease.\u00a0 The spread of tree diseases has been exacerbated by global warming, globalisation, and air transport of trees so it is now a much greater problem than it has been in the past.\u00a0<\/p><p>Jez also informed the meeting about other prevalent tree diseases, and the importance of planting a varied selection of trees now and ongoing into the future.\u00a0\u00a0<\/p><ol><li><strong>County Councillor\u2019s report.<\/strong>Cllr Twigg suggested that the tree planting group apply to her for \u00a3400 to start their fundraising.\u00a0 EC asked whether she would be able to help in getting the street light opposite Derwent Close mended.\u00a0 Cllr Twigg also agreed to see what could be done to stop the use of glyphosate in Grindleford.\u00a0<\/li><\/ol><p>\u00a0<\/p><ol start=\"2\"><li><strong>District Councillor\u2019s report.<\/strong> PO\u2019B reported that DDDC had agreed to work towards the elimination of glyphosate.\u00a0 It was agreed we should carry on our own trials of alternatives and negotiate with DDC to stop their operators using it from 2022.\u00a0 DDDC had funded Shopappy participating shops by paying their subs for a year, this was noted as a far-sighted and imaginative intervention in an initiative with great potential for local businesses.\u00a0 PO\u2019B had been in touch with Network Rail, who had agreed to look at the causes of disturbance and come up with a long term sustainable solution.\u00a0<\/li><\/ol><p>\u00a0<\/p><ol start=\"3\"><li><strong>Police report<\/strong>. There had been no report from PC Boswell but the Alert email had reported a number of speeding tickets being issued, including twelve in Grindleford.\u00a0RT reported a break-in at Brunt\u2019s Barn.\u00a0Quite a lot of tools were stolen, but community police did not check local CCTV.\u00a0<\/li><\/ol><p>\u00a0<\/p><ol start=\"4\"><li><strong>Minutes<\/strong>of the last meeting had been circulated to all members before the meeting. They were pro RT sec JRM as being a true record approved and signed.\u00a0<\/li><\/ol><p>\u00a0<\/p><p>\u00a0<\/p><p>\u00a0<\/p><ol start=\"5\"><li><strong>Matters arising<\/strong>:<\/li><\/ol><p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Parish Council website.<\/strong>\u00a0 Cllrs were once again exhorted to provide copy for the website to keep it up to date and interesting.\u00a0<\/p><p><strong>Jubilee Gardens.<\/strong>\u00a0\u00a0 EC had provided a schedule for the Potting Shed Ladies and it was agreed that they should carry on for another year.\u00a0 Anyone interested should send suggestions of plants, up to a value of \u00a350 which the Parish Council would pay.\u00a0<\/p><p><strong>Weedkilling \u2013<\/strong>in the light of new information from PO\u2019B Clerk would not send a letter just yet.\u00a0<\/p><p><strong>Changes to planning consultations.<\/strong>\u00a0 It was agreed that the Peak District was likely not to be affected.\u00a0 <em>(Subsequently, we have seen that the Peak Park is revising the Local Plan, and we are invited to put forward comments.) <\/em>\u00a0It was agreed that revising the Neighbourhood Plan would not achieve what we wanted, but the option to revise the village plan might be a good idea, if anyone had the capacity to lead on it.\u00a0<\/p><p><strong>Ragwort invasion.<\/strong>\u00a0 JSM had been to call but been rebuffed.\u00a0 He would try again next year when the ragwort started to grow again.<\/p><p><strong>Playground funding.<\/strong>\u00a0 This is the business of the PFA, but Cllrs agreed to look at underspend at year end with a view to contributing \u00a3250 &#8211; \u00a3500, when the project plans were further advanced.<\/p><p><strong>Defib \u2013<\/strong>JSM to look into what needs doing to get it moved.\u00a0<\/p><p><strong>Remembrance Sunday \u2013<\/strong>Ray Whiteley was thanked for all his efforts.\u00a0 \u00a0\u00a0<\/p><p><strong>Speedwatch<\/strong>\u2013 Clerk has requested help to get this moving as somewhat under the cosh with agenda item *, but should be able to get onto it this period if nobody else can take it on.\u00a0<\/p><p>\u00a0<\/p><ol start=\"6\"><li><strong>Highway Matters. <\/strong>Beware cyclists sign on the bend coming back from Calver \u2013 Clerk to speak to Calver Parish Council.<\/li><\/ol><p>\u00a0<\/p><p><strong>7.\u00a0\u00a0\u00a0\u00a0<\/strong><strong>Planning Matters:\u00a0 <\/strong><\/p><p><strong>NP\/DDD\/1020\/0960 <\/strong>Torr Farm, Leam Lane, Leadmill. After Jez\u2019s presentation, and consideration of a letter from Nina Blackwood setting out proposals, it was agreed that the Council would be minded to contribute funds up to \u00a3250 from any underspend at year end, depending on progress with the project.<\/li><\/ol><p>\u00a0<\/p><ol start=\"11\"><li><strong>Police and Crime Commissioner Vulnerability Fund<\/strong>\u2013 noted.
